Panaji: The Goa State Higher Education Council Act was notified by the state on Wednesday. The government had decided in July to form the council as per a recommendation by the Human Resource Development (HRD), University Grants Commission and Rashtriya Uchhatar Shiksha Abhiyan.
The HRD had asked to establish a new independent, autonomous council for higher education that can carry out state level planning and co-ordination of higher education, including university education. According to the act, the council will advice the government, university and other institutions of higher education in the state. It will provide common facilities in higher education and it will “formulate and evolve the state higher education plan for the development of higher education, suo moto or on the direction from the government or on request from the university or other institution in the state.”
The council, which will be headed ex-officio by the chief minister, who will monitor implementation of this state higher education plan.
The body will evolve guidelines for linkages of an academic nature between higher education institutions in the state and institutions within and outside the country.
It will compile and maintain periodic statistics relating to various parameters of higher education at State and institutional level and assist in the all India survey on higher education.
