MHRD Minister says “No final decision on AICTE-UGC Merger”

Human Resource Development Minister has informed that no final decision regarding the merger of the higher and professional educational bodies has been taken. The Minister of Human Resources was responding to a question asked in the Rajya Sabha by A Vijaykumar and Dr. T Subbarami Reddy yesterday regarding this matter.

Minister of Parliament, Dr. Reddy had posed a question as to whether the government has a proposal for creating a single regulator for higher education in the country by replacing the (AICTE) which is the All India Council for Technical Education and the University Grants Commission. Responding to this query, the Union MHRD Minister said that until now no final decision has been made on this matter.

Last year, in September, the Human Resource Development Ministry officials while addressing the media had stated that a bill for the proposed Higher Education Commission of India (HECI) which is expected to replace the University Grants Commission and the All India Council of Technical Education. The officials had mentioned that the proposal for the HECI is expected to be brought before the cabinet in October 2019.

The minister had also announced its decision to replace the University Grants Commission by repealing 1951, UGC Act. According to media reports published during the time, it was stated that the draft bill for the same was put in the public domain and suggestions and feedbacks were asked from the stakeholders.

Senior HRD Ministry officials had during the time stated that the Higher Education Commission of India will be the only regulator and will replace the UGC and the AICTE. The official also added that the bill has been prepared after an elaborate consultation with individual states. The official also pointed out that the bill will be taken to the cabinet in October.

Union HRD Minister had informed the parliament in July 2019 that the HECI will help in promoting quality of academic instructions along with maintaining academic standards and also encourage the autonomy of good performing educational institutions for the free pursuit of knowledge, innovation, skills, and entrepreneurship.
