New Delhi : Concerned over large number of vacancies in the non-teaching category, the University Grants Commission (UGC) has asked Delhi University to fill them at the earliest.
Around 62% of the sanctioned non-teaching positions are vacant which is affecting the functioning of the university. The commission also asked the university to fill up the posts on regular basis.
A total of 3,293 non-teaching positions under different cadre both for technical and non-technical were sanctioned by UGC for the university. Of these, 1,254 posts were filled on regular/permanent basis under different categories. Of the remaining vacant posts, 872 are being tenanted by contractual staff on consolidated remuneration for every six months.

While the positions have been lying vacant for a long time, DU wrote to the commission in December 2018 for its observation on revision of fee/remuneration for contractual staff.
The letter suggested that “contractual remuneration may be fixed at the minimum of the pay scales as applicable to regular employees working on the same posts.” Even as the letter mentioned that necessary steps may also be taken to fill up the vacant posts, it didn’t specify any measures.
The UGC in its letter dated February 22, 2013, however, asked the university to fill up the posts on regular basis. In the letter, the commission stated that following DU’s letter, it constituted a committee to look into the issue.
The UGC also advised the university to utilise services like “Mali, MTS, sweepers, security guard, daftri driver… etc on outsourcing basis after following due procedure.”
