EOIs are invited from all eligible bidders for Pre-Tender Tie-up with TCIL for Selection of Implementation Partners for Rate contract for the Learning Enhancement Program (LEP) / Remedial Teaching, aimed at enhancing the quality of education in Government schools across various States on a PAN-India basis In alignment with NEP 2020 and under the framework of Samagra Shiksha, Foundational Literacy and Numeracy (FLN).
Earnest Money Deposit (EMD)
The bidders are required to submit an EMD of INR 5,00,000/- along with their bid. The validity period of Bid Security / EMD should be at least 120 days.
In case of Successful bidder, bidder is required to submit performance security of Rs 5 Lakh, performance security shall remain valid for a period of two (02) years or till the validity of the contract/work order, whichever is later. Upon submission of the Performance Security, the EMD of the successful bidder will be returned.
The EMD of unsuccessful bidders will be returned after completion of the tender evaluation process.
Note: MSEs & Start-ups enterprises are exempted from payment of EMD and Tender Fee.
Scope of Work:
Scope of Work includes but not limited to: Implement Learning Enhancement Programs (LEPs) in government schools across various States/UTs or organizations, in alignment with the National Education Policy (NEP) 2020.
The Learning Enhancement Program (LEP) is a strategic initiative aimed at transforming the educational experience in government schools under Samagra Shiksha Abhiyan. Its primary objectives include:
- Providing academic support
- Developing essential study skills
- Promoting personalized learning
- Offering enrichment opportunities and exposure
LEPs are designed to assist teachers in improving student academic performance and overall learning capabilities. The program further seeks to empower schools by delivering high-quality, personalized assessments and fostering enhanced learning outcomes.
The selected agency will undertake assignments as and when allotted. The broad scope of work under the LEP implementation program will cover the following components on a requirement basis:
- Component-C1-a: LEP-Based Assessment
- Design and Implement Assessments: Develop and deploy standardized and customized assessments to evaluate student learning outcomes and cognitive development, leveraging innovative IT-based solutions.
- Conduct Academic Competitions: Organize subject-specific Olympiads, quizzes, and aptitude tests across various grade levels, with a strong emphasis on Mathematics, Science, Hindi, English/languages. These activities will focus on enhancing critical skills such as logical reasoning, problem-solving, and creativity.
- Establish a Recognition Framework: Develop a comprehensive award and recognition system to honor outstanding performance by students and schools, including certificates, trophies, and other accolades for individuals and teams excelling in academic competitions.
- Host an Annual Awards Ceremony: Plan and execute an Annual Awards Ceremony to celebrate student achievements. This includes event coordination, registration, speech planning, and facilitating award distribution, with active participation from parents, educators, and other key stakeholders.
- Deliver Insightful Reporting: Compile detailed reports on assessments, Olympiads, quizzes, and related activities. Reports should include performance analysis, key insights, and strategic recommendations to enhance future learning outcomes.
- Component-C2: LEP-Based Activities (Teacher Training / Student Workshops / Excursions)
- Implement Teacher Training / Capacity Building Programs: Design and execute targeted teacher training initiatives, delivered offline (preferably through DIET centres) and online at school or individual level. These programs will focus on enhancing instructional methodologies, pedagogy, and classroom management practices, with strong emphasis on integrating Learning Enhancement Program (LEP) techniques.
- Conduct Student Enrichment Workshops: Develop and facilitate interactive, experiential student workshops aimed at improving both academic performance and life skills. These sessions will employ engaging, learner-centric approaches tailored to diverse learning styles and student needs.
- Organize Educational Excursions for Students: Plan and manage educational field trips and excursions that complement classroom learning. This includes coordinating all logistics—such as accommodation, train and taxi bookings, permissions, and safety arrangements—ensuring enriching, safe, and well-organized learning experiences for students.
- Provide Ongoing Teacher Support: Offer continuous post-training support to educators through curated resources, instructional materials, and expert consultations, ensuring effective implementation of training outcomes in classroom environments.
- Component-C3: LEP-Based Remedial Learning Material (Workbooks / Worksheets / Videos / TLM)
- Develop and Supply LEP-Based Remedial Materials: Design and deliver remedial resources aligned with the Learning Enhancement Program (LEP), including multicolour printed workbooks customized to address student learning needs. Each workbook will cover at least four key topics per student to support targeted academic improvement.
- Distribute Customized Learning Resources: Create and circulate subject-specific workbooks and worksheets designed to reinforce core concepts, provide ample practice opportunities, and offer remedial support in areas where students face learning challenges.
- Produce Engaging Educational Videos: Develop high-quality, visually engaging educational videos that explain complex topics in a student friendly manner, catering to diverse learning levels and promoting better understanding and retention.
- Deployment of Dashboard: Implement a digital platform to track and manage program activities in schools. The system will enable timely uploads of activities and updates, ensuring transparency, accessibility, and streamlined reporting throughout the project duration.
A dedicated web portal and mobile app will also be provided for students and teachers to access necessary preparation materials, outcome reports, and digital learning resources.
Data security is of utmost importance; therefore, the successful bidder will be responsible for ensuring the security of all program-related data.
Detailed Scope of work shall be as per Client’s Order on back to back basis.
