Engineering Colleges to have Youth Empowerment Cell in Karnataka

Bengaluru : In the meeting held on 30th December 2019, Hon’ble Deputy Chief Minister for Higher Education has directed the Director of Technical Education to establish a “Youth Empowerment Cell” in each Engineering College and Polytechnic, to  intervene in societal issues through application of technology by empowering the Student Community for active participation in the development of community and undertake social responsibility and community engagements.

Each Engineering College and Polytechnic should establish a “Youth Empowerment Cell” headed by a senior faculty as ‘Nodal Officer’. The Nodal Officer should be available to the Student community during the working hours for any help.

The main function of the “Youth Empowerment Cell” is as follows:

1. Provide non-formal skill training which attract beneficiaries from all cross-sections of Indian society with special emphasis on SCs/STs, OBCs, women, school dropouts, minorities, physically disabled, economically weaker sections of the society and other under-privileged persons enhancing their productivity and standard of living. Students of Polytechnics could be tremendous help in making meaningful contribution to community and rural development.

2. The institutions have qualified and trained faculty who can scientifically formulate, implement and monitor community-oriented programs and projects especially where the activity of adoption of appropriate technology is involved.

3. To provide Technical and Support Services to rural masses and slums dwellers to create Awareness among the target groups about technological advancement and contemporary issues of importance.

4. To impart Skill Development Training to the intended target groups and establish link between industry and institutions.

5. Possibility of sharing of financial / infrastructural / skill resources available with different institutions / organizations / agencies may be explored.

6. Creating awareness among the villages about the advancements made in the field of Science and Technology and educating, training and motivating them in acquiring skills required to use these techniques and also technologies in the field of Rural Water Supply, Sanitation, Shelter, Habitat, Communication, Transportation, Agriculture, Agro-based food technology and Non-Conventional Sources of Energy for the rural areas, Construction and Service Sector etc.

7. Assisting in establishment of display cum demonstration centres in the villages so that the awareness about the appropriate technologies in rural areas can be created.

8. The youth Empowerment Cell should assist the youth to seek loans from Banks, Societies and other financial agencies and facilitate them to utilise the beneficiary schemes available for their upliftment.

9. Active participation of students to  explore the various Schemes of Government of India and the State Government and also communicate to the rural mass for better utilization and attain employment empowerment.

10. To enlighten the schooling students and explain them about the avenues available for future studies in the field of  science and technology and availability of employment opportunities.

11. Engineering Colleges should encourage the students to go to the rural areas and educate the rural mass school and college dropouts motivate them for self-employment in the field of Technology.

12. Conduct workshops / training on Government of India initiatives and provide guidance in skill development programmes etc.

13. Engineering colleges with theirvast experience help the Polytechnic Students to seek employment opportunities etc.

14. Should involve polytechnics in the implementation of Equity, Gender Justice, Upliftment of SC/ST and other OBCs and physically challenged.

15. Help to implement AICTE norms.

16. Help to get Autonomy and Accreditation etc.
